Messages from the Special Master

Message from the Special Master

January 16, 2025

As the VCF has completed its 13th year of operations, the mission remains straightforward - to serve those who continue to be affected by the terrorist attacks of September 11, 2001. First, and foremost, is our responsibility to review claims as quickly and fairly as possible. I am proud to report that in 2024, the VCF notified claimants of over 11,500 award determinations, with more than $1.9 billion awarded. This level of accomplishment is made possible by the tireless dedication of the entire VCF team.

VCF 2024 Annual Report

January 16, 2025
This report is a summary of the September 11th Victim Compensation Fund’s 13th year, and highlights the Fund’s focus on an improved claimant experience. Throughout 2024, the VCF updated a number of processes and policies to ensure fairness and equity for all claimants, and maintained its strong and steady focus on outreach efforts. The VCF also launched its Interactive Presence Guide, an easy-to-use tool that helps claimants identify the specific documents they need to provide in order to prove presence at an eligible location based on their individual circumstances. In its first month, the guide was used by over 3,000 individuals. Rounding out the year’s significant progress is the new milestone of awarding $14.9 billion to over 65,600 claimants since the VCF re-opened in October of 2011.

VCF FAQ

1.2 Ya presenté mi reclamo. ¿Cuándo se decidirá?

January 6, 2025

VCF FAQ

1.2 I filed my claim. When will a decision be made on my claim?

January 6, 2025

As a general rule, claims are reviewed in “first in, first out” order based on the date the complete Claim Form was submitted with all required information. This means the VCF prioritizes claims that have been waiting longer before beginning review of newer submissions. Claims are prioritized for review only after all required information has been submitted.

VCF FAQ

1.2 Złożyłem/am wniosek. Kiedy zostanie podjęta decyzja w mojej sprawie?

January 6, 2025

VCF FAQ

VCF FAQ

6.5 Can I get reimbursed for medical expenses that I paid out-of-pocket and were not covered by the WTC Health Program or reimbursed by my insurance? (Updated: December 7, 2024)

December 9, 2024

Yes. You can request reimbursement for past out-of-pocket medical expenses you paid as a result of your eligible condition(s) if they were paid before the date that the WTC Health Program certified the condition(s). The VCF will not reimburse for expenses you incur after the condition was certified if you decide to have the conditions treated by a non-WTC Health Program physician, or to have prescriptions filled by an unaffiliated pharmacy.

VCF FAQ

5.2 Does the VCF accept amendments on deceased claims? (Updated: December 7, 2024)

December 9, 2024

The VCF accepts amendments on deceased claims, but these amendments should be rare.  Unlike in a personal injury claim, where the victim is still living, the circumstances of a deceased claim filed do not change.  Therefore, all losses in a deceased claim should be known to the claimant at the time the initial claim is filed.  It is far more efficient for the VCF and increases the pace at which the VCF can issue awards to all claimants, if the VCF only has to review these claims, with all losses included, one time.

VCF FAQ

VCF FAQ
