This Interactive Presence Guide will help you determine the best presence evidence to submit with your VCF claim based on your situation. 

Things to know:

  • It will only take a few minutes. At the end, you will be able to print instructions on how to prove presence.
  • Submitting the documents recommended by the guide does not guarantee that you will be found eligible. We will review everything you send us and contact you if we need more information.
  • If the victim was at a crash site for more than one reason, or at multiple crash sites, repeat the process for each reason to see what documentation is needed.  You must prove presence only once to be eligible. 
  • If the guide tells you to provide a certified or verified document, you can learn what that means by reviewing FAQ 1.8.

Note: The VCF uses the legal term "victim" to identify a person who has suffered physical harm as a result of the 9/11 attacks.
